The Program
A. Rationale
 
Pursuant to the Local Government Code of 1991 (R.A. 7160) health care delivery was transferred from the Department of Health (DOH) to the Local Government Units (LGUs). This transition from ‘centralized’ to ‘devolved’ set-up changed the role and functions of the DOH as leader in health and henceforth has been providing the LGUs inter alia, with policies, standards and guidelines for the development and implementation of health care projects and programs including training of LGUs to adopt standards and guidelines formulated by the DOH especially in health care delivery including design of health facilities.
 
One of the major activities of the DOH for the dissemination of guidelines on healthcare facility planning and design is the conduct of ‘training programs’ in the regions/provinces. The target trainees included architects and engineers from Provincial Engineering Offices, Offices of the Building Official, technical staff of Local Hospitals and architects in the private sector;
 
The DOH aims to aggressively, progressively and extensively implement its training program/s on Healthcare Facility Planning and Design to cover as many LGUs and private architect practitioners as possible. Further, the DOH intends to update its existing training design modules and implement the training program on Healthcare Facility Planning and Design through partnership building with the United Architects of the Philippines (UAP) and the Council of Heads and Deans of Architectural Schools in the Philippines, Inc. (CODHASP).
 
In 2006, a Memorandum of Undertaking among the DOH, UAP and CODHASP was signed with the following objectives:

1. General Objectives

Strengthening the technical capability of the various LGUs with regard to Healthcare Facility Planning and Design

2. Specific Objectives

  a. To prepare the training design and training modules of a “Foundation Course on Hospital Planning and Design

   b. To conduct “Foundation Courses on Hospital Planning and Design

  c. To develop continuing training courses on Healthcare Facility Planning and Design

B. The Goal of the Training
 
To build the technical capability of the LGUs in hospital planning and design to enable their technical staff, particularly Architects, to license, develop, implement, and maintain their hospitals and other health facilities; In so doing, to cascade the capability to private local Architects for their own purposes.
 
C. Strategy

1. Private Sector Participation through Partnership with Professional Organizations and the Academe in the development of training modules , conduct of training and continuing evaluation.

2. Memorandum of Undertaking amongst the DOH, UAP, and CODHASP signed in April 2006

D. Objectives of the Training

1. General Objective:

   a. To ensure hospitals are properly designed to meet quality standards in health care delivery

2. At the end of the Training, the trainees should be able to :

   a. Learn the licensing requirements for establishing health care facilities including space requirements, human resource, and equipment

   b. Learn about hospital site planning, and departmental planning

   c. Comply with laws and regulations governing hospital planning and design

   d. Handle specific hospital design case studies like expansion, upgrading or new construction
